Supposedly a Russian invention. The monument to the radiator features a contented cat in a window above the radiator as a symbol of warmth and comfort in a cold climate: http://news.bbc.co.uk/2/hi/europe/4359094.stm

Ya, I agree with them. I've seen the Italian waterworks at Bath, England, and I think those crafty paesans knew about radiating heat using hot water a little further back.
