Because telecommunications cost structures are an interesting exercise, especially when one realizes that the trend towards flat-rate pricing is not, strictly speaking, what you would expect from a microeconomic analysis of the supply-demand relationship.

I found it interesting to note that the majority prefer to have flat rate billing. Even though they would save money if they were on a pay for use billing program; thus in effect subsidising the heavy users.

It's easy enough if you know psychology. People like having fixed expenses rather than variable expenses because they don't want things to change too much.

I always like flat billing for long distance because I always win out on it. I do a LOT of long distance calling.
