I've always wondered. If you were to devise some method to detect criminals of some level and set a bar for what you classify as criminal (say, all violent crimes and any property crimes over $1000). If you could use this and get rid of all criminals somehow, would new ones take their place immediately, or would it take a generation for them to form again?

I don't think it would take a generation for a new criminal element to spring up. The minor offenders would see opportunities and move in where they were afraid to before. They would simply learn how to hide themselves more effectively first.

How would you get rid of the criminals? Would it mean life for a hit and run? Stronger sentences are something I think would help maybe.
One thing I would like to see developed is a personal beeper linked to an ankle cuff to warn those who have a restraining order against another person that they are within the vicinity. As well, using gps, a log could be kept showing the location of the two units to show that indeed the victim was at home while the cuffed person was circleing the block. This could be used by police to confirm that an infraction has been made and provide reasonable proof to incarcerate the violater. Also it would help to refute false charges and vindictive prosecution.
