Chemtura Canada Corporation has a chemical factory in the village of Elmira, Ontario, near Guelph. During the Vietnam War this facility produced the herbicide and chemical weapon known as Agent Orange.

Toxic waste from the factory contaminates the water supply in and around Elmira. Some of the sludge has been dug up and warehoused in a huge airplane hanger-style shed on the banks of Canagagigue Creek, which runs through the village to the Grand River a few kilometers downstream. Elmira's drinking water is now pumped in from the city of of Waterloo.

A local citizen Mr. Allan Marshall is attempting to appeal an environmental permit recently awarded to Chemtura. Mr. Marshall is an appointee to the soil and water subcommittee of the Chemtura Elmira public advisory committee. He claims that the hydrogeologist's report submitted to the Ministry may be seriously flawed.

The application for leave to appeal is expected to be decided within the next week or two -- by which time Mr. Marshall may or may not still be a member of the committee. He is being kicked out over this appeal for playing the role of an 'activist'.

This factory remains in active production today. It is one of the major employers in the village.
