French contractors shot dead in Iraq

FRENCH contractors? As I recall, France didn't support the war, so why would they have people in Baghdad?

What is going on here- does this mean that bidding is open to non-coalition countries as well? Then why was Martin making noise over how we should be allowed to bid on reconstruction contracts even though we didn't join the coalition?

Exclusion were against major contractors. Sub-contracting is allowed.
