RAMALLAH, West Bank (Reuters) - Palestinian President Yasser Arafat extended an olive branch to Israel on Wednesday, saying it had a right to live in security alongside a future Palestinian state and urging an end to bloodshed.

Arafat, whose offer was immediately spurned by Israel, kicked off parliamentary debate on confirming a new government and Prime Minister Ahmed Qurie followed with a pledge to seek a cease-fire with Israel and an international peace conference.

Arafat accused Israel of "a criminal war" of incursions and blockades to crush the revolt but switched gear and said:

"We do not deny the right of the Israeli people to live in security side by side with the Palestinian people also living in their own independent state."
