I think that this issue will prove once and for all what the goal of the invasion is.

The colonial administration will find Iraqi "partners" who will in turn establish agreements with the major oil companies to get the oil flowing again. The colonial government really doesn't want to control the oil, their goal is to allow their corporate bosses to re-establish private control over the nationalized Iraqi oil industry.
