When I got to Users in the control panel, I check the box that says enable fast user switching (this is because I want the welcome screen rather than the lock dialog to come up when I hit [windows]-L). But that doesn't change it, and when I go back to it, it's unchecked again. I already checked to make sure the Fast User Switching service is running- and even manually started it. But no effect. It just won't stay checked! Anyone dealt with this before?

Not that I know of. I do know the Welcome screen comes up if you install the .NET binaries (see Microsoft Knowledge Base article here).

There's a description here of how to get rid of the Welcome screen, so do the opposite of what it says.
