38 billion dollars worth.

The interesting thing here isn't that WHO is releasing this report, but who wrote it. The report was done by the Commission on Macroeconomics and Health, which is chaired by Jeffrey Sachs, a prominent Harvard economist. He provides a lot of advice on issues of international trade and competitiveness to groups like the World Economic Forum. He has been critical of some of the policies of the IMF, and of aspects of globalization, but he is a very mainstream figure in the economics world.
