That would be Chretienese for "slots".

Kind of reminds me of how Jesse Helms used to speechify during his election campaigns about the need to stop the "block vote" from taking power. (Of course he meant the block vote of liberals and special interests, anyone who claims he meant the black vote is a viscious liar.)
